“I Dare the US Government to Charge Me” - Disclosure Advocate Reveals Secret NORAD UFO Files

In a bold move to resist the US government, Victor Viggiani, a main Canadian backer for Disclosure, step forward with a few secret records from the North American Aerospace Defense Command (NORAD) Runic Archives. “I dare the US government to charge me,” Viggiani said.

Victor Viggiani was working as a school principal in Toronto, and also spend 30 years studying Unidentified Aerial Phenomena (UAPs).Having a huge experience in this area of interest, last weekend on Canada’s first open hearing on UFOs, Viggiani displayed 11 documents that he obtained after filing a Canadian Access of Information Act (AIA) request.

  “I HAVE HERE IN FRONT OF ME ELEVEN DOCUMENTS. I CALL THEM THE RUNIC FILES AND THEY ARE DIRECTLY FROM NORAD INDICATING THAT OVER THE LAST FIVE YEARS AN AVERAGE OF 1,800 ‘TRACKS OF INTEREST’ WITH 75 INTERCEPTS. THIS IS DIRECTLY FROM THE COMMANDER OF NORAD.” –Said Viggiani.

From this mind-blowing documents exposed by Viggiani, it is clear that the jet fighter pilots managed to get close enough to the UFOs, to not just establish visual contact but also get a target lock. But yet this is only the number of tracks of interest (TOIs) NORAD officials were willing to disclose, though the true quantity of intercepts could be considerably more than we are able to presume.

NORAD has already threatened with indictment if he releases this file so the official NORAD response to Viggiani’s request to release a complete disclosure of the full “Table of Tracks of Interest,” was:

         “The request for “Table of Tracks of Interest (TOI)” is classified UNCLASSIFIED//FOR OFFICIAL USE ONLY (FOUO). It is to be controlled, stored, handled, transmitted, distributed and disposed of in accordance with DOD policy relating to FOUO information and is not to be released to the public, the media or other personnel who do not have a valid need-to-know without prior approval of an authorized NORAD official. However, the NORAD Commander has approved the release of the following information regarding Tracks of Interest and Unknown Tracks.”

In the documents, Viggiani pointed that some of the entries of sensitive nature were redacted and also said:

   “I also have documents relating to UFOs that have been found by the RCMP. I also have an air traffic control report that references Mr. Hellyer’s [Paul Hellyer, former Canadian Defense Minister, a big proponent of UFO disclosure] indication that two CF-18s chased three UFOs in 2001 out of Comox Air Force Base, at 35,000 feet and gained contact with these UFOs.”

During the past 70 years, there was series of efforts aiming to uncover the truth behind UFO encounters, and Alien Cosmic Expo  Conference was one of the latest. As Stephen G. Bassett, the Executive Director of the Paradigm Research Group stated:

 “In a constitutional democracy, the government has always been given the right to keep secrets, but the government has never been given the right to lie to the people.”

This defiant move by Viggiani did brought the light on many questions about the truth behind the government’s attempt to put a vail on the existence of UFO’s. This certainly did provoke the government, as he throws in their face his bold statement amid cheering and applause from the public:

“I am hereby releasing it to you and I dare the US Government to charge me!”
